There were only 28 wallets that voted on the last proposal. Algorand give rewards to encourage participation in governance. It might be worth investigating giving an incentive for Qrdo governance which would increase the amount staked percentage and encourage active participation in the community.

There are very few who stake anyway.
Most of the tokens are owned by vc.
